As Michael Everson pointed out, they are encoded because they exist
in the Tamil script. Modern Tamil uses the Arabic numbers (0..9),
and encoding of Tamil script numerals is not a claim to the
contrary. However, any text representation of Tamil data which
includes the Tamil script numerals needs encoding points for them,
precisely because they differ from the Arabic numbers in common
usage.
